involved. The dates given as those on which the officers
passed their final examinations are arbitrary and not actual,
allowance having been made for certain unavoidable delays
in their course of study due to the exigencies of the
service and the political conditions of Canton.

There is no doubt that the War Cadets here
are labouring under a very distinct sense of grievance at
having been treated less liberally than their fellow
officers in Malaya and Ceylon and I should be prepared
subject to your approval to put either the Malaya or
modified Ceylon schemes before the Finance Committee for
their sanction. The delay in dealing with this matter
has led to the accumulation of arrears which will prove
a somewhat heavy charge on the revenue of 1928. If any
alteration is to be made, however, I think it is only
just that arrears should be paid, in order that all sense
of grievance may be removed. The future charge will be
comparatively small owing to Mr. Nihill's recent transfer
to Iraq. I am personally in favour of the Malayan Scheme which I think affords an adequate relief to the officers concerned and imposes on the Colony a burden as heavy as
it can reasonably be expected to bear in this connection.
I shall be glad of your instruction before proceeding further
in the matter.
